CISCO Professional Digital Skills for Refugees

35.000 refugees in Germany will be trained using Cisco Networking Academy in three years. The trainings will follow the broad usage of IT skills profiling Mobile Application which will be funded and developed by Cisco. The multi lingual trainings will focus on a number of IT courses depending on the skill level assessment. Overall goal is to offer skills that will enable these refugees to be career ready through industry certifications and accelerate their entrance in the digital workforce of the EU.

Qualitative Impact

The use of the NetAcad courses for the skills development of refugees has a significant potential to accelerate labour market integration of refugees. Accelerating the labour market integration process can contribute to the government budget optimisation. Receivers of subsidies counld turn into tax payers earlier.
With improved access to the labour market people earn their own income and can integrate in the new societies more easily. Even if refugees decide to or have to go back to their region of origin the competences achieved will be valuable for individual employment and the competences will be necessary to (re-)build the respective country.

Strategic partnerships were established with NGOs and adult education institutions working in the field of refugees support and integration. 15 NGOs have decided to establish their own Networking Academy and start teaching digital qualifications. So far about 1500 refugees were the beneficiaries. Training of refugee instructors have started with the partners AsylPlus and ReDI School for Digital Integration.

IT skills assessement tool "eval-U" supports everybody - refugees and “normal” users. The application measures the IT competence level of the user based on a pool of questions. Based on the results the user will be grouped in five skill levels. The skill assessment will be displayed bi-lingual. The test itself will be available in German, English, Arabic and Farsi. Finally the test user receives a recommendation and a direct access for a free course on

Evaluation of the question pool was conducted with final target group and cross check groups of apprentices in IT. The Federal Labour Agency (Bundesagentur fuer Arbeit) has been invited to use the tool in profiling routine with customers (unemployed).
