Basque Coalition for Digital Skills and Jobs 4.0

Industry 4.0 is a priority sector of the RIS3 Intelligent Specialization strategy of Basque Country. Also, it’s an internal commitment of the Digital Agenda of Euskadi 2020.

Objectives:

  • Reinforce the perspective of digital competences among the agents of the Basque ecosystem 4.0
  • Sensitize workers and employers that personal digital competences must be acquired and updated to become competent in this new industrial revolution.
  • Facilitate the diagnosis of the capacities and needs of companies to activate their potential on digital transformation processes.
  • Create a reference model to adapt training actions towards advanced digital competences.

The construction of a global strategy 4.0, the elements that are being built and the instruments that are being designed and implemented to reach these objectives are experiences that can be used in other member countries and in other European regions.

Basque Coalition for Digital Skills and Jobs 4.0 is an initiative to combine, prioritize and guide the efforts of all the ecosystem agents towards the improvement of digital competences within the Basque Industry Strategy 4.0.

Evidence about progress

1.Reinforce the perspective of digital competences among the agents of the Basque ecosystem 4.0
A new project to define professional digital profiles has been launched along with the most important organizations of the Basque industry 4.0 strategy. The ikanos methodology for defining professional digital profiles based on DigComp framework has been shared with the following organizations:
• IMH, Machine Tool Institute is an Advanced Centre in Manufacturing, which offers spezialised training in Advanced Manufacturing, and Innovation services for companies.
• BASQUE INSTITUTE OF KNOWLEDGE for VOCATIONAL TRAINING, is the institution in charge of defining strategies, programs and procedures that consolidate the development of knowledge in vocational training studies.
•3DBIDE: competence center in additive manufacturing focused on the generation and transfer of knowledge of all aspects involved in the management of these technologies.
•MONDRAGON UNIVERSITY: non-profit cooperative university of social vocation and public interest open to the whole of society and focused on businesses and engineering
• BIG Companies: Aerostructures Company specialized in the design and manufacturing of aerostructures and components such as empennages, wings and fuselage sections. With revenues over 600 million euros, it is the first Tier 1 in Spain and the 10th worldwide
• BASQUE INDUSTRY 4.0 is an initiative towards the incorporation of intelligent systems into production plants, the improved use of emerging capabilities and technologies in new products and processes, the integration of advanced materials into higher added-value solutions and improved processes, and the efficiency and sustainability of resources and integration of high added-value services.

2. Sensitize workers and employers that personal digital competences must be acquired and updated to become competent in this new industrial revolution.
As result of this collaboration project with institutions and companies above, currently we are working on the development of these professional digital profiles to improve the digital qualification of employees in basque industry:
1. Advanced Industry Maintenance Technician
2. 3D design technician for additive manufacturing
3. Technician in collaborative robotics
4. Operations Technician in Additive Manufacturing Machinery
5. Operational technician in aeronautical machining
6. Responsible for Digital Transformation in SMEs
7. Operations Technician in Computer Numerical Control

3. Facilitate the diagnosis of the capacities and needs of companies to activate their potential on digital transformation processes.
• A new version of ikanos test has been developed to improve external services to companies, providing a new mobile inteface and several functions to manage the personal digital profile and organizartional digital profile for companies.
